My thoughts are a gas
Can the Party, the solitary unit which has provided such high levels of stability (and development, it cannot be denied), police itself at the local level? Or will one local incident after another creating crisis continue to be the norm?

Shanghai has traditionally done pretty well, but this should scare apartment buyers. A lot.
